　　As the report of 19th CPC National Congress points out, we should strengthen the work for non-Party intellectuals, do well the work for new social class, and bring their important role in the socialist cause with Chinese characteristics. When the whole city studied and implemented the spirit of 19th CPC National Congress and the spirit of important speech made by General Secretary Xi Jinping when he attended the deliberation of Guangdong delegate to the 1st session of 13th National People’s Congress, Zhuhai Federation of New Social Class (hereinafter referred to as “the Federation”) was formally established in March 18.

　　As the “mother’s home” of the 200,000-plus people of new social class in Zhuhai, the Federation adopted a work pattern of “1+4+X”, set up a fellowship platform, organized activities regularly to strengthen the communication and contact among the new social class, guide the new social class across the city to contribute new strength to economic construction and social development of Zhuhai.

　　The New Social Class of Zhuhai Keeps Growing

　　As the builder of socialist cause with Chinese characteristics,the new social class plays an important role in the building of a harmonious society of socialism and a moderately well-off society.For 40 years since the adoption of reform and opening up policy,the new social class has started from zero and increased in number.They are not only an important component of the social structure of Zhuhai,but also an indispensable driving force for the economic and social development of Zhuhai.

　　The reporter learned from the United Front Department of the CPC Zhuhai Municipal Committee,so far,the number of new social class of Zhuhai is about 203,800,of whom,about 180,000 are managerial and technical staff in private enterprises and foreign enterprises registered in the city,around 21,500 are practitioners of various agencies and social organizations documented and registered in the city,1,370 are freelancers in the city,and around 510 are practitioners of new media and network opinion formers.

　　“The new social class of Zhuhai keeps growing,and most of them are successful people typical and influential in all industries and sectors and no doubt are an important force for the development of Zhuhai.”Some leader of the United Front Department of the city said,the city would set up a corresponding team and organization as soon as possible to strengthen the political guidance for the new social class of the city,promote their harmonious and healthy development,which is very necessary.

　　The Federation of New Social Class Established at the Right Moment

　　“Lacking a proper platform,the new social class shows the nature of high mobility and scattering.It has become a common idea among many new social class people to build a united and professional platform for the socializing of new social class.”Some leader of the city’s United Front Department said.In 2017,an initiative to“establish Zhuhai Federation of New Social Class”was launched by Zhou Xiaolei,general manager of LETS Cultural District,Liao Kai,general manager of Zhuhai Seaway Yacht Co.,Ltd.,Lai Kaibiao,Zhuhai Hengqin New District Youjob Network Technology Co.,Ltd.,Guo Lei,a partner of Beijing Deheng(Zhuhai)Law Firm,and Pei Bei,vice chairman of Zhuhai Writers Association.

　　The CPC Zhuhai Municipal Committee highly emphasized the work for new social class and paid attention to the voice of this group.On April 26 last year,the meeting of the standing committee of CPC Zhuhai Municipal Committee stressed that the city should grasp the opportunity of the construction of a United Front work and practice innovation base for new social class of the province,ascertained the actual conditions and structure of the class,applied the right strategy according to the characteristics of each group to better organize the new social class,give play to their intelligence and wisdom so that they can make active contributions to the economic and social development of Zhuhai.Following the work requirements of the CPC Municipal Committee,municipal government and superior United Front department,the United Front department of the city brought its advantage in United Front work into a play,focused on extending the coverage of its work and actively built a work platform.After elaborate preparations by several parties,Zhuhai Federation of New Social Class came into being.

　　Yesterday,the foundation conference of the Federation deliberated and passed the articles of association(draft)and related systems(draft),and elected the members of the first leadership team.Yang Zhixiong,executive vice chairman of the board of directors of Zhuhai Great Aim Group and vice chairman of the municipal Federation of Industry and Commerce was elected as the chairman of the first council,Guo Lei mentioned above was elected as its chief supervisor,Zhou Xiaolei,Pei Bei,Liao Kai,Yu Tong,general manager of X3 Net,Wang Jining,a senior partner of Beijing Dacheng(Zhuhai)Law Firm,Ye Weixuan,general manager of Zhuhai Kimka Creativity Valley,Chen Weiguang,chairman of Zhuhai Women&Children Welfare Association,Yan Wei,president of Ninestar Inc.,Li Yuangang,general manager of Goldpac Co.,Ltd.,Cui Yunxiang,chairman of Zhuhai Care and Compassion Society and Jiang Gang,deputy general manager of By-health Co.,Ltd.,were elected as vice chairmen.At present,the Federation has 415 members.

　　“In the past,new social class people were individuals that were relatively scattered and independent.Now they finally have a platform for mutual learning,communication and collaboration.”As the first-term chairman of the Federation,Yang Zhixiong said with excitement that he would try to do each work of the Federation well,give a full play to the role of the Federation as a platform,and guide the new social class to contribute their strength to the economic and social development of Zhuhai.

　　In the future,how will the new social class play their role?According to some leader of the United Front department of Zhuhai,the Federation has already developed a series of systems and regulations such as the Articles of Association,Team Work Regulations,Meeting Regulations and Work Guide.In the following,it will take the initiative to launch a“New Forum”of Zhuhai with the theme of“new fields,new thoughts,new actions”,and public-benefit activities such as“education assistance”,“poverty relief”and“positive energy of youth”with the brand of“New Public Welfare”of Zhuhai.Meanwhile,around the themes like“Concentrating Strength for the 13th 5-Year Plan,the New Social Class in Action”,it will organize and guide the new social class to bring their intelligence advantage into a play and make suggestions actively.

　　It was said that to further unleash their intelligence advantage,the Federation will grasp the opportunity of the construction of a United Front work and practice innovation base for new social class of the province to innovate its work mechanism,and create a“1+4+X”work pattern,namely,a general work brand“New Force of Zhuhai”,+sub-brands of 4 groups,+self-selected brands of several types.

　　As to pilots,7 parks and enterprises were selected as the pilot United Front work and practice innovation bases for new social class,which were LETS Culture District,Blue Sea Financial Center,Fushi Community in Xiangzhou District,I-M-Way in Jinwan District,Zhuhai Aimei High-tech Enterprise Incubation Park in Doumen District,Macau Youth Venture Valley in Hengqin New District and Yuanguang Software in the High-tech Zone.The team building is based on a model with the Federation as the whole and 4 groups.The brands of the 4 groups are respectively“Enterprise Elites”based on managerial and technical staff of private enterprises and foreign enterprises,“New Alliance”based on practitioners of agencies and social organizations,“Talents Club”based on freelancers,and“New Network Alliance”based on practitioners of new media.

　　The establishment of the Federation will effectively promote the healthy growth of new social class of Zhuhai,bring into a full play their active influence and positive role in each field of economy and society,and make a bigger contribution to build Guangdong into an important“window”and“demonstrative region”to showcase and practice the socialist thoughts with Chinese characteristics for the new era proposed by Xi Jinping.

　　The new social class refers to some new social groups that emerge in the economic and social fields of non-public ownership system with the going on of reform and opening up and development of socialist market economy.According to the Work Regulations(Interim)of United Front of CPC,the new social class comprises four types of people,namely,the managerial and technical staff of private enterprises and foreign enterprises,practitioners of agencies and social organizations,freelancers,and practitioners of new media.

　　The Federation is a united and professional non-profit social organization of socializing made up of representatives of the new social class.

　　At present,the Federation has 415 members,including 243 managerial and technical staff of private enterprises and foreign enterprises,82 practitioners of agencies and social organizations,32 freelancers and 48 practitioners of new media.Their average age is 38 years.Among them,340 members have an education degree above bachelor,96 above master degree,65 deputies of People’s Congress and members of CPPCC at each level,including 2 deputies of provincial People’s Congress,22 deputies of municipal People’s Congress and CPPCC,41 deputies of district People’s Congress and CPPCC,covering a wide scope of typical groups.
